⚠️ Texas WIOA Reimbursement Reality
Regional variation matters. WIOA caps are set by local Workforce Development Boards, not statewide. Texas ranges from $4,000 to $15,000 per student depending on region. Houston's Gulf Coast WDB has lower caps. DFW, Austin, and San Antonio boards may offer higher rates. Employer sponsorship covers the gap between actual WIOA reimbursement and your cost of delivery.
RegionEst. WIOA CapEmployer Sponsorship NeedNotes
Austin$10,000 - $15,000Low to NoneInfrastructure Grant stacks ($7,500)
DFW$8,000 - $12,000LowLarge employer base, strong demand
San Antonio$8,000 - $12,000LowAlamo WDB, growing healthcare
Houston$4,000 - $8,000Moderate to HighGulf Coast WDB, lower caps
Rural TX$4,000 - $6,000HighSmaller boards, limited budgets
Dual funding model: WIOA ($4,000-$15,000) + Employer Sponsorship ($2,500-$10,000) = up to $18,500/student in Houston, $25,000+ in Austin with grants stacked.

񑘕 Operational Playbook
Intel sourced from Hector Resendez (Trade School Secrets) via Fireflies transcripts, Jul 2025 through Mar 2026. Real playbook, not theory.
The Secret Sauce: What TSS Doesn't Tell Their $99/mo Members

Hector runs Trade School Secrets ($99/mo, weekly calls, 15-30+ members). What members don't get:

  • How to hire from local TWC: Poach a former WIOA counselor as your program manager. They know the system, the workarounds, and the people. Pay $25/hr + $100/enrollment bonus (they make $20/hr at TWC).
  • Free candidate partnerships: Salvation Army (every zip code), Goodwill, reentry programs, transitional housing, veteran orgs. $50 donation per referral, $250 on completion.
  • The counselor relationship hack: Get ONE workforce counselor to trust you. Give students a cheat sheet for every question. Provide better feedback loops than any other school. That counselor becomes a firehose.
  • Grant stacking: Austin has a separate Infrastructure Grant ($7.5K/student, $7-8M remaining) ON TOP of WIOA ($15K). Plus OJT ($20/hr for 300 hours) and IWT ($3K/employee).
MedDesk's edge: We have Hector as a 19.5% owner. His TSS members pay for guidance. We get the full playbook built into our operations.
"c759; Employer Grant Programs (OJT + IWT)
These grants incentivize employers to hire and train MedDesk graduates. Critical for employer pipeline strategy.
OJT (On-the-Job Training)
Reimburses employers 50-75% of wages for new hires during their first 300 hours. At $20/hr, that is up to $4,500 per new hire. Major incentive for employers to take a chance on graduates.
IWT (Incumbent Worker Training)
Reimburses up to $3,000 per employee for upskilling existing staff. $30-50K per LLC per year available. Most employers are leaving ~$100K/yr on the table by not using this program.
Pitch to employers: "Your new hire costs you nothing for 300 hours (OJT), and we can upskill your existing staff for free too (IWT). Most employers leave $100K/yr in grant money unused."
⚠️ The 60/60 Rule (WIOA Requirement)

WIOA requires 60% of enrolled students complete the course, and 60% of completers get a job "related to the field." Related is interpreted loosely: a dental desk student getting any healthcare admin job counts.

This is why employer partnerships built before TWC approval are critical. More signed employers = higher placement rate = easier 60/60 compliance.

Critical Hire: Former WIOA Counselor as Program Manager
What They Do
  • Manage 50-60 enrollment cases/month
  • Navigate tricky WIOA documentation
  • Maintain workforce counselor relationships
  • Know the workarounds for edge cases
  • Process new applicants + follow up
Comp and ROI
  • TWC pays them: ~$20/hr
  • You offer: $25/hr + $100/enrollment bonus
  • Full-time cost: ~$52K/yr + bonuses
  • They bring: institutional knowledge + network
  • ROI: 10 students = $150K revenue vs $52K cost
"c759; Proven Models (Hector's TSS Network)
Norman Rodriguez, Pinnacle (AZ)
  • Started at $500K/yr private pay
  • Layered WIOA: now $30-50K/month from AZ workforce
  • 8 staff (all offshore, ~$10K overhead)
  • 50+ employer partnerships
Elvia, Houston
  • Former WIOA counselor turned owner
  • Got Daikin corporate training contract
  • Pipeline through former counselor friends
  • 18 staff, 18K sq ft facility
Luke Connally, Waco, TX
  • Early TSS member, nonprofit strategy
  • "A lot of traction" with Goodwill, SA, ministries
  • All wanting to discuss scholarships (Mar 2026)
